I am pretty certain that the issues you are facing with the GPU are because the only GPU type that will work in your older generation desktop must have legacy GPU BIOS.

 

If you plug in a video card with a EFI GPU BIOS, it will not work because it is incompatible with your PC's motherboard's legacy BIOS .

That is odd. 

I would recommend trying the GPU in another PC to see if it works elsewhere.

You can tell that by looking at the BIOS offerings on the desktop's driver and software download web document.

 

UEFI and legacy GPU's are not interchangeable. Their vBIOS only work with specific types of motherboards.

To@erico  - you may be correct but for HP models, I thought that breaking point was for BIOS's that were 7.** or below where the HP Pavilion p6-2310 has a 8.** or above available.

In the past versions of 8.** and above were OK for the newer GPU's.  The user is on BIOS Version : AMI 8.04, 8/9/2012 and I also found a version sp70604 , which is v8.17  here:

To@Drownfps - look at the BIOS (with the GeForce GTX 750 Ti removed) to verify it can do the UEFI  version and make sure that UEFI  is active and not legacy.  That might be the problem.

You may be right about that, but I don't recall a BIOS version change on a motherboard that allowed the use of UEFI based graphics card. 

 

There were some video cards that had a physical switch that allowed the use in either motherboard BIOS type.

 

The UEFI/legacy vBIOS problem is an issue that has not been discussed in several years.

I went to BIOs and went to boot order and completely disabled Legacy boot and activated UEFI Boot Sources. But sadly it’s still freezing starting up.

 I also have Legacy Support Disabled and Secure Boot Disabled.

I did notice my PCI Bus options are both enabled, you think that would be the problem?

I would leave the UEFI Boot  Enabled and Legacy Disabled.  Fast boot enabled.

I have no idea what the PCI SERR# Generation or PCI VGA Palette Snooping are for, so cannot advise on them.

If you cannot find anyone that will let you try the card in their PC, then try using a NVidia GeForce GTX 650, instead.  If that works then it would be the motherboard limitations.
