I just purchased a HP ProDesk 600 G1 Small Form Factor PC with 8gb of RAM. It is listed as the max capacity of ram at 32gb. When i try to upgrade it to the max capacity, The internal fan makes it sound as if it is going to take flight and the monitor never turns on. The max that i have been able to get it to is 24gb. That is with 2x 8gb ram sticks and 2x4gb sticks. Is this computer even able to get to 32gb capacity? If so, what am i doing wrong?

Short story: yes, your HP ProDesk 600 G1SFF is compatible with 4x8GB DDR3 PC3-12800, 1600 MHz, Non-ECC, UDIMM, 240-pin RAM sticks.
I take it that all 8GB RAM sticks are identical (same brand and model)? -If not, that could also be an issue. As my discussion thread shows, it could be that some of your 8GB RAM sticks are faulty, or you may have server (ECC, RDIMM) RAM, which will not work in your PC.

OK, the problem is that you purchased DDR3 RAM meant for overclocking "XMP 2.0" which is only partially compatible with your non-overclockable PC.
Based on actual HP ProDesk 600 G1 SFF User benchmarks, these RAM options will allow you to install 4x8GB and will run at 1600 MHz:
