I wanted to confirm that "SAPPHIRE Radeon RX 460 100409-2GOCL 2GB 128-Bit GDDR5 PCI Express 3.0 x8 HDCP Ready Video Card" would be compatible with HP p6710f.
If not, any other advice? Thanks

The motherboard in your PC doesn't support secure boot so that is one item to disregard.
The motherboard in your PC doesn't support UEFI enabled graphics cards which excludes most if not all of the newer graphics cards. The internal standard power supply in your PC is only 250 watts so be sure to match the graphics card manufacturer's recommendation for the power supply wattage size. The below HP certified graphics card should work in your PC with the 250 watt power supply.

GeForce 315 (512 MB)

GeForce GT 405 (1 GB)
Radeon HD 6450 (512 MB)
Radeon HD 6450 (1 GB)
NVIDIA recommends a 300+ watt power supply for the GT 730. If you should decide to try a GT 730 then try a "Fermi" GPU model.

Compatible graphics would be those of PCI Express x16 type graphics cards, There is no compatibility list, ie a list of graphics cards that are 100% compatible with the motherboard., These equipment come with graphics factory like this nvidia Geforce 210 1gb ddr3 .. So similar graphics should be compatible:
-Asus GeForce 210 1GB GDDR3
-Gigabyte GeForce GT 730 2GB GDDR3
Another thing that is seen in some cases with gtx 650 graphics is the modification of the bios when installing it and do the following:
Enter the BIOS disable safe boot and enable legacy compatibility after that install the graph and proba if you give video, in the following link is detailed:http://support.hp.com/us-en/document/c03653226
About your question the characteristics of which you want to install are basically the same so it would be compatible, it is always good in some inconvenience to be able to do the return
