I've been trying to install OS on my PC after upgrading to SSD from HDD, whenever I connect the SSD the screen gets stuck at HP logo and unable to use bios or any settings, even my bios setting doesnt have much of an option like boot setup etc. However I installed the SSD in a different PC which is like yeaaaaaaaars old and surprisingly it works! I even installed OS from that PC and had zero problem. Now even after installing the OS from other PC, my PC (HP) still gets stuck at HP logo and doesnt boot up at all, no acess to anything. When I connect the SSD via USB it boots up! no problem at all! I'm using Samsung 860 EVO. Please help me regarding this issue and i;ve been trying for days to figure this out.
[EDIT] serial NO
PC: HP 280 G2 microtower.
GTX 1060
I5-6400
500w PSU EVGA.

Hi:
The only suggestion I can offer would be to go into the BIOS, disable secure boot, and enable legacy mode.
I have read a few posts where other hardware besides non-HP video cards won't work unless secure boot is disabled.

If the previous suggestion doesn't work you could try 'cloning' the HDD currently installed onto your new SSD then swap them after the clone is complete. It's worth a try.

Did you clone your existing HDD to the new SSD using the Data Migration software included with the Samsung drive?
Also, there is a BIOS update available for your system dated June 2018

Data Migration or 'Cloning' is making an EXACT copy or clone of your existing hard drive onto your new drive. It's not just data, it's boot sectors, operating system partition, recovery partition, everything.
Hence "clone".
Install the Data Migration software on your computer.
Install the new SSD into a SATA port on your computer.
Run the Data Migration software to clone your existing disk onto your new SSD.
When the clone is complete shut down the system, remove the old drive and replace it with the new one in the same SATA slot that the original was in.
Hopefully it will boot. Fingers crossed.
I included a link in my last post to a video tutorial.
You should not expect an operating system installed on a different computer to boot on a computer with completely different hardware; motherboard, cpu, gpu, memory, chipset, etc...
