I have been noticing very high CPU temperatures in my HP 15L Gaming Desktop TG02-0366qd (Product #: 33T61AA). Can someone please confirm whether the Noctua NH-L9i-17xx CPU cooler is compatible? See the product page for specifics if needed. Thank you in advance.

Welcome back to the Forum.
The Noctua CPU cooler should work with the HP case you have.
This Noctua cooler supports Intel LGA1700. Your PC should have (per this Site) an i7-12700 which is Intel LGA 1700.
Verify the cooler's dimensions per your product link to the available CPU socket space around your PC's MB.
The Noctua down draft CPU cooler is low profile so there should be no PC case depth problems.
The only issue, and I simply don't know, would be using the Noctua CPU socket backplate if the Noctua cooler you are looking at requires this.
You might have to remove the MB from the case if Noctua requires the use of their specific CPU socket backplate.
Check out this Video on installing a low profile Noctua cooler without a Noctua CPU socket backplate in a HP TGO1 case which is similar to your PC's case.
The Tech in the above video had to use 16 mm M3 screws to attach the CPU heatsink to the MB.
