My keyboard (HP CS10 wireless keyboard mouse combo) has some default quick actions associated with the function keys which can be performed by holding the Function Key and then the respective F key. Some of these are not useful for me and some simply don't work with Windows now.
Is there a way I could change what those shortcut keys do?

@codeimperfect -- when I use the REGEDIT command, I see:

I'm sorry which command are you talking about?
or did you mean I should check the values of these keys from the registry editor?
Edit: I see 5 subkeys in [HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Explorer\AppKey] but none of them have any value

unfortunately the only possible solutions currently are software, or hardware replacement
There is a solution, but that is to block the key, and you may break the keyboard
Unfortunately either this is not suitable or user feedback

reread the answer carefully with all the links given
Sometimes you can change some actions with software
sometimes even with software this will not be possible
There are unfortunately not 36 solutions
Either the software is working and you can do whatever you want, then everything is fine
Either it does not work, and in this case there is no longer too much choice
Get used to the idea that the keyboard is not what you want
Or, do like many other users, and what I have done myself, buy a suitable keyboard
There are even customizable keyboards as you wish!
I did not know these registry options, but from what you are saying it does not match ..

Compare to the values that I posted, where those keys DO a value, e.g., "calc.exe".
Using REGEDIT, try adding a value to the appropriate key.
