I have made some kind of break through but I am not sure if I am happy about it though. So I went ahead and dual booted and installed the E8500 and at first I was getting same error but then I tired safe boot and it worked and I have looked through the minidump files and found this information. I am hoping you may shine some wisdom on this problem.

I cannot install new windows 7 os due to as soon as i go pass the loading screen of installation i get the error and blue screen but i have asked around on other online forums and got told to install ubuntu which i did and it works find with both new cpus which begs the question what the hell wrong with windows OSs.

UPDATE:
I have managed to fix this problem by updating the 1.04 bios of 2007 to 1.35 bios of 2015. Also I have tired to update the bios before when I had windows 10 installed and I have read that HP does not support windows with their bios update tool. After updating the bios I have installed the E8400 and it worked like a charm.
BTW I am think of looking into further CPU upgrades and I have found the infomation on this link and the motherboard supports these upgrades options.
I do not understand the meaning of Y W K and I am not sure about which processors are supported.
- Intel Core 2 Quad (Y) Q9xxxx
- Intel Core 2 Duo (W) E8xxx
- Intel Core 2 Quad (K) up to Q6600
- Core 2 Duo E6x00 (C) up to E6700
- Core 2 Duo E4x00 (C) up to E4400
If you can help me figure the cpu supported or find a list of them that would be great.

Hi:
That motherboard can handle 3 different speed processors...800, 1066 and 1333.
Why not go for the gusto and get the best quad core you can?
I doubt the Q6600 will be much better than the E8400 you have in there now.

Im working on it because the quad cosume 30 more watts of power the psu will blow up since the current power est is 217/240 another 30w would push the power to its limits and most likely go over 240w.
So I have ordered new ACE 600W PSU for £20, I know its cheap but these only cause problem when u push them to their limits or 20% close and since I will be using half of 600w hopefully I shouldnt blow up the psu and burn the house down with it.
As you know that HP SFF case psu is not upgradeable so I have also bought ATX case to go along with the new psu and once there both arrive all I need to do is move the motherboard with cpu and ram slots in it to new case and hopefully everything should go as plann and then I will go for the top quad core support which is Q9550 which has same front side bus of 1333Mhz same as E8400 so ill keep you posted.
