Microsoft Windows 10 (64-bit)

I have physically installed  amd radeon hd 7650a 2gb ddr3 mxm graphics with heat sync into the HP compaq elite 8300 AIO but when I turn it on the computer just flashes green, blue, red over and over again?

I noticed no one had responded to your inquiry, and I would like to assist if I can.

 

Please take a look first at this link: HP Flat Panel Monitors - Color Screens (Red, Green, Blue) Appear Instead of Standby Screen | HP® Cus..., and see if resetting your monitor -however slim, resolves your issue.

 

Indeed, according to: HP Compaq Elite 8300 All-in-One Desktop PC Product Specifications | HP® Customer Support, your AIO is compatible with the AMD Radeon HD 7650A 2GB.

 

Could be a lack of power issue as reported elsewhere online (such as here: Solved: Installing a MXM video card into HP Elite 8300 ultraslim - HP Support Community - 5795103): if you are using a 130-watt power supply, you don't provide sufficient power to your AIO + MXM graphics card.  HP part number of a 180-watt power supply: 613766-001, and can be bought cheaply via eBay: HP 613766-001: Search Result | eBay or more expensively through Amazon: Amazon.com: HP 613766-001 External AC power adapter - Output is 19.5VDC, 180 Watts, 87% efficiency r....
