I want to upgrade my hp omen 45l with a rtx 3060 to a rtx 3070 TI. I don't know if the graphics card is compatible with the motherboard though. I want to know if the graphics card is compatible.

I would be happy to assist.
First, you don't have to worry about motherboard compatibility. ANY graphics card is compatible with an OMEN By HP 40L Gaming Desktop PC GT21-0000i (392G3AV).
However, it is a matter of having a power supply with sufficient wattage to power an upgraded graphics card -and, lest I forget to mention it, make sure your power supply has the PCIe 8-pin power cables required by your card.
An RTX 3070 Ti requires at least a 600-watt power supply (see: NVIDIA GeForce RTX 3070 Ti Specs | TechPowerUp GPU Database). I believe that is what you have: an HP p/n: M83826-001 ("PSU 600W ATX Gold") 600-watt power supply -please verify. If you go with the HP (OEM) branded RTX 3070 Ti version, a 600-watt power supply is certainly good enough as HP cards generally use less power -but still perform satisfactorily.
Another point to watch out for is a graphics card's dimensions (LxHxW) -make sure it fits inside your case. Another issue -a potential issue that is, would be making sure you move plenty of air through your desktop, as higher performing graphics cards produce more heat. Be prepared to add an additional case cooling fan, for example.
Anyway, I would like to know what motherboard your OMEN 40L came with, though. Please verify what it is, such as a Reno2 motherboard (SSID: 89B5) or a Blizzard motherboard (SSID: 8918).
