I have a older processing chip / Intel c226 ( i7- E3- 12000 v3/ core i7-4770 cpu 3.40 ghz) it doesn't support- secure boot state and want to upgrade the chip if I can to run windows 11. My base board I ATX-1905 and the socket is FC-LGA-1150, I want to know what is the newest and best processing chip my mother board can support.

There are no hardware modifications you can do to your PC to have it meet Microsoft's minimum W11 hardware requirements.
If you are interested in installing W11 on your PC as is, you can read this discussion for how I upgraded several HP and Dell notebook and desktop PC's that did not meet the W11 hardware requirements to W11 22H2/22H3.
You have to use the version of the Rufus utility that I zipped up and attached in the discussion (v3.18).

If the in-place upgrade fails, you should be able to clean install W11 using the bootable W11 installation flash drive you made with Rufus.
When W11 24H2 comes out, things have changed a bit, so watch this video for how to update your W11 23H2 installation to 24H2.
How to install Windows 11 24H2 on Unsupported PC (Early Access) 2024 (youtube.com)
You should probably be able to use this video to upgrade from W10 to 23H2.
I only used the video to upgrade a couple of my older PCs to W11 24H2.

Thank you Paul T, I did already look at a YouTube tutorial, but I scared to try it and it not working and mess up the C/P. Yes that is the version of windows -22H2 I have just installed, so If it doesn't work I can go back to my restore point I made and windows 10 should still be there? I'll let you know the results.

You're very welcome.
When I had an upgrade fail (twice or thrice), it only brought me back to the Windows 10 desktop with no errors or anything.
It was like I never tried to do the upgrade.
If for some reason you don't like W11 or it doesn't run right (I can't think of any reason why it wouldn't), you have 10 days to easily go back to W10 as long as you don't delete the Windows.old folder or the upgrade files.
It's a pretty low-risk procedure and depending on how many files and programs you have, it normally should take less than 30 minutes.
I'm running W11 23H2 on HP PC's and notebooks made in 2008 and they work fine.
Unfortunately, with W11 24H2, Microsoft has revised the minimum processor requirements that no methods to bypass the hardware checks will work on at this time if they do not meet those new requirements.
For Intel processors, you now need to have at least a 1st generation core processor or newer.
They have a new requirement...the processor must support Population Count (POPCNT) and even a powerhouse like a Core 2 Quad Q9650 does not support POPCNT.
So that explained why 3 of my ancient HP desktop and notebook PC's would not upgrade to 24H2.
Older PC's that do not meet the new processor requirements will have to remain on 23H2 unless some genius figures out a way around that, and I would say the chances of that are slim and none.
