If I am to choose between the ram and the hard drive at this point. which one do you recommend?

If it is the rams: It seems that already have 4. do you think this computer can take 8 ?

and if it is the hard drive I am not sure which hard drive I already have.. Can you look at the PC specs and let me know? Thanks

I gave you the information so above
You can install according to the product sheet up to 16GB of ram
After it is up to you to see depending on the current use of the computer
If you are already full in memory, start with this
read this

Add RAM

The product page says you have a 1TB SATA hard drive
And I saw that you can maybe install an m2 SSD.
everything is in the given links, but it will be necessary to check directly by opening the computer

So install more memory to start, you'll see if it's already better

is it ok ?
