I know the PSU might be a little too low at 180, but would a gt 1030 fit into my case? Low profile of course.

I am not an HP employee.
You will need a 300 watt power supply.
The Lubin motherboard has some roadblocks when installing any dual slot graphics card.
The 24 pin power supply connection limits the length of the graphics card.
Front audio and front USB connections prevent installing a dual slot graphics card.
A single slot graphics card will install provided the length of the card does not exceed the distance from the back I/O slot to the 24 pin power supply connection.

You are welcome.
It looks like you are limited to a single slot graphics card.
A low profile card may work. A low profile card may not fit if it requires two adjacent slots (dual slot) on the rear chassis panel.
You would have to look at various 1030 cards. Get the dimensions of each card and compare to see if the card will fit in your chassis.
The MB front audio and USB connectors will interfere with a dual slot graphics card.
