I ended up going to regedit to see what Bios version I have:
I am running Bios Legacy and it appears to be version 7.12
I looked at your other link to the other thread- are you saying that because I'm running Windows 10 now on this Desktop that I have to install the 7.1 Rev .A from a USB because it won't work by downloading the exe and trying to install on Windows 10?
I can no longer find the link for the download for Bios update Version 7.1 Rev. A.
Also- how do I update the bios from a USB ( if that's what I need to do)?

After talking to NVidia, and noting the link on the card stated "remanufactured", NVidia is telling me that the GTX660 card you bought is either 1) defective , or 2) no compliant with your motherboard. Dell does not make the card, their only a re-seller. Dell is not any help.
PS<> I bought an ASUS GTX 670 and it would not work with an ASUS Z77 motherboard. ASUS knew a problem existed.

First off- thanks again for going to the lengths you did to try and solve this- it sounds like this is a no-go and I need to just invest in a new PC with an Nvidia GPU for my needs.
I never could figure out how to install that Bios update 7.1 Rev A from a bootable flash drive- do you think that's even still worth pursuing or am I pretty much at a dead end?

Whatever your new machine maybe, PLEASE investigate the motherboard power socket/headers and PCIE slots. The HP 795 series has been problematic when users purchase CHEAP and then attempt to upgrade. It is impossible to get the 400W PSU (proprietary plugs) from vendors.
