When I was installing a new cpu cooler I accidently broke something on my motherboard and now it won't display anything onto my monitor, I was wandering if the Asrock H470M-HVS would be an equal replacement to the one that is currently in it or would I be downgrading?

Your Omen has 4 memory slots compared to only 2 for that Asrock
I was unable to find a motherboard listing over at the HP parts store
but you might put in you serial number and see if a motherboard replacement shows up
Looking at eBay I see that the Asroc is about 1/3 to 1/2 the price of the HP motherboard.
HP GT12 or "Dorado" motherboards
While the Asrock is cheaper you MAY not be able to activate windows using the HP OEM license. That will add $125 to $200 USD to the cost depending on win11 home or pro license. It is up to Microsoft to decide whether to activate the Asrock using the HP license. Depending on your location (country) and the Microsoft representative you may be able to talk them into a free activation. This usually works on really old motherboard where there is no possibility of an OEM replacement. You may have to call several times and get a different rep.
If you obtain a replacement motherboard, same HP model and use existing ram, CPU, Graphics, etc you will still have to contact Microsoft to activate but the rep will know it is a replacement and there should be no problem activating.
[edit][ Are you sure the problem is the motherboard and not the CPU or some other problem? If you get a replacement motherboard and find the CPU is not working it is a waste of money and time.
I had liquid cooling leak on a dual XEON system. The leak into the socket took out the socket AND the CPU. That can also happen with accidental heat sink compound getting on the CPU and socket.
