Turn on computer
right at POST keyboard error
continues to load windows after
mouse and keyboard are not working.
Mouse lights ups.
tried different ports on PC same outcome each time.
Tried different keyboard and mouse which I know work. Same outcome.
Repeat.. the keyboard does not work. I cannot hit esc or shift or anything else to get in to bios or windows safe mode.

You already tried different keyboard and found those do not work.
This is not a BIOS issue or settings issue, so getting into BIOS settings will accomplish nothing.
Sounds like the motherboard has failed -- and replacing that could easily cost as much as simply replacing the PC. Plus, HP does not sell motherboards for their AIO PCs, so you would have to go online to buy a USED one. And, you would have to disassemble the PC to replace the motherboard. In addition, the Windows version on the PC is tied to the original motherboard, so if you replace it, you would have to buy your own license for Windows.
