Mouse Movement Sensor

I recently reinstalled windows, the device manager is clean, though I used the HP tools and ran a mouse scan and it came back failed! it stated the mouse movement sensor has a problem. i changed mice and still a problem where the mouse moves all around the screen and always ends up in the bottom right corner on the task bar. it  also flashes! any help is appreciated thank you!

I found the touch screen is bad and I disabled it permanently the mouse now works fine!
