I have changed the batteries in the mouse, taken the USB out and plugged it back in to a different port. Tried turning PC on and off. Have checked for driver updates and am getting the windows 10 updates automatically.
I have tried to troubleshoot the problem with windows 10 and with the HP support program.
The windows 10 troubleshooting for mouse issues just says there is nothing wrong.
Should I just go and buy a new mouse?

what you should do is try this mouse with another computer
If it doesn't work indeed, definitely replace it.
From what I read, you have already tested a lot of things
