I want to install an NVIDIA GeForce GTX 1650 4GB GDDR6 PCI Express 3.0 Graphics Card

Yes, you should be able to install a GTX 1650 in your computer.  The minimum required power supply unit (PSU) is 300W w/1x8-pin supplemental power connector.  This means that your PSU is the minimum for the card and lacks the 8-pin connector.  It would be necessary to upgrade the PSU, also.  The integrated video will automatically be disabled when the discrete video card is installed.

Here are the "Product" and "Motherboard" Specifications for the computer.  Look at the section titled "Expansion Slots" in the Motherboard Specifications to see the PCIe Slot (PCI Express x16 (Gen 3.0)).

Here is a HP Knowledge Base article that will explain what to consider when adding or upgrading a video card.
