Looking at these HP Z2 Mini G9 Workstation Users, there must be a way to install a Nvidia RTX 4000 SFF Ada graphics card:

The length of an RTX 4000 SFF Ada is 245 mm (9.6 inches). There may be a proprietary custom rear bulkhead involved to fit an HP-branded RTX 4000 SFF Ada, I am not sure.
Anyway, looking into your issue a bit deeper online, it appears that you are not the only one who has dealt with it: https://www.reddit.com/r/Hewlett_Packard/comments/17yjseg/hp_z2_mini_g9_cpu_gpu_recommendations/?rdt....
As one Reddit commentor observed, quote: "So in other words you can’t just buy a PNY RTX 4000 or whatever other version of the gfx card, you HAVE to buy HP’s version (and if Hp doesn’t have one then you’re SOL); either that or run it bare without the bracket and zip tie it down."
Kind Regards,
