My desk top is slow......DO you recommend a new CPU or motheboard that is affordable. What type? I upgrade/downloaded to Windows 10 a few months ago whic made speed worse.

Read the following sticky topic. You might find a solution there by following the troubleshooting.
The processor is soldered onto the motherboard. It can't be upgraded.
Upgrading the memory is something you should consider. Replace the memory only in pairs of identical memory modules.
If you are looking for a serious boost in performance, consider upgrading to an SSD.
