I want to use a HP EliteDesk 705 G1 MT with 16gigs of ram (4x4), a Nvidia GeForce GTX 750 Ti OC and a AMD A8 6500B 3.5Ghz CPU with a 280W power supply, will this work?

it could be not enough , check the manufacturer information of the card
here for example recommended 400w

This benchmarking website indicates that a 250 W power supply is recommended for the card you want to install.

 

The GTX 750 Ti OC card has a 60W power draw.

 

ASUS GTX 750 Ti OC Specs | TechPowerUp GPU Database

 

Nvidia indicates a 300W P/S is recommended, and states the same 60W power draw.

Probably.

 

I have a Dell Optiplex 7050 MT with a 250W power supply and Dell installed an AMD Radeon R7 450 graphics card in it.

 

That card has a 65W power draw and it works fine in my PC which also has the most powerful Intel processor offered in the model series...the i7-7700.

I told you to check the manufacturer data, because as you can see in the link, here this is not what is recommended
moreover, I also found with a site that graphics card only, that's right, but if you choose a processor, it won't be enough

you have to take into account the whole configuration, so plan a little more than what is recommended
it could work, but if the graphics card is too busy, you may encounter problems if the power supply is insufficient

 

the difference for some is that they will not use intensive games, or other applications that use a lot of graphics card resources

no it’s that i am confused because most websites are saying all i need is a 250W power supply which is fine but some websites are telling me i need 350W what do i do

as I told you, if possible , stick to what the manufacturer of your graphics card indicates

there are different models from different manufacturers, what is the exact model, manufacturer, reference

That is a decision you alone will have to make.

 

You can't upgrade the power supply since HP only offered a 280W unit.

So, you either take your chances with the existing P/S (which I think you will have no problem), or you set your sights on a lower wattage (50W or less) video card such as an AMD Radeon RX550.
