I currently have a Victus by HP 15L Gaming Desktop TG02-0366qd (33T61AA) and I am wondering what power supply upgrades would be compatible with this form factor? I'd also like to replace the exhaust fan but it's a rather unusual size (5 inches, unless I measured incorrectly). Is there a resource somewhere with this i

Yes, a standard 4-pin PWM 90mm cooling fan should work just fine.

According to the specs, your Victus by HP 15L Gaming Desktop TG02-0366qd (33T61AA) as fitted with a Reno2 motherboard (SSID: 89B5), is powered by a 500-watt power supply with p/n: L89233-001 -please verify.

 

Incidentally, this is the most powerful power supply available for your PC.

The best graphics card that can be powered with this power supply is a smaller-sized (dual fan) RTX 4060 Ti, powered by a single 8-pin PCIe power cable, such as this model: https://www.techpowerup.com/gpu-specs/asus-dual-rtx-4060-ti-oc.b11144.  You'll be pleased with the significant graphics performance increase compared with an RTX 3060: UserBenchmark: Nvidia RTX 3060 vs 4060-Ti.

 

The 90mm cooling system cooling fan (model 9025 with p/n: 657103-001) is actually fairly standard with HP desktops, and you can find a replacement fan here: Hp 657103-001 for sale | eBay.
