I would recommend, at a minimum, the 650-watt power supply with part number: L57253-003 / L36049-003, or better, the 700-watt power supply with part number: 80662-002 / M09027-003.

Will it fit?  That is a moot point because your Victus by HP 15L Gaming Desktop PC series -such as the TG02-0xxx as fitted with the Erica8 motherboard (SSID: 89D8), uses a proprietary power supply, and is not compatible with a 24-pin ATX power supply.

well hate to say, but I bought the psu and the 5070 doesn't quite fit in the case. It does, but the power cable is tight to the side panel, and worse yet, I can't get it to install the driver it booted a couple of times but now it hangs on start up gonna put the old video card back in and see, but any idea what could be the issue?

What is the exact model PC you got, and what exact model RTX 5070 did you purchase?

 

Please type: System Information in your lower Windows search bar, clicking on the System Information app, and looking to the right of "System Model", "System SKU", and "BaseBoard Product", and provide that information.

I put the 1660super back in, and it works fine, sneaky suspicion that I need to clean the current vid drivers and reinstall but not sure

OK, according to the specs, your Victus by HP 15L Gaming Desktop PC TG02-0xxx (49N24AV) is fitted with the Reno2 motherboard (SSID: 89B5) and an i7-12700 / i7-12700F processor.

 

Unfortunately (and this should have rung a bell in my mind earlier on) there is a distinct possibility that your Victus may not be compatible with the Nvidia RTX 50xx (or AMD RX 90xx) graphics card series. At least, there are no TG02-0xxx PCs fitted with either card as seen here with over 3,100 user benchmarks: https://www.userbenchmark.com/System/HP-Victus-by-HP-15L-Gaming-Desktop-TG02-0xxx/263041.

 

Same thing happened to me with an HP Pavilion TP01-3003w also fitted with a Reno/Reno2 motherboard which wasn't (and still isn't) compatible with an RTX 5070: Solved: Upgrading an HP Pavilion TP01-3003W (318K3AA) - HP Support Community - 9254350.

 

Based on my experience with my Pavilion (approximately the same size config), I would have thought that your smaller-sized (dual fan) MSI SHADOW GeForce RTX 5070 12GB 2X OC should be a fit because of its length (231 mm / 9.1 inches).
