Does the heatsink cooling fan ramp up (increase in speed) while you stress your processor?
Also, please check that the air flow from both the heatsink fan and the rear-panel fan go in the same direction.

I dont think fan speed is increased while cpu is stress, but technically i can't verify that cause i can't check RPM.
To give you an ideas i can't feel any airflow at the back of the heatsink.

When you stress your processor, you should be able to hear the fan(s) ramping up.
Anyway, I would like you to check out the little arrows on both the CPU cooling fan as well as the rear panel cooling fan:
You want both fan's directional air flows to point in the same direction.

I finally got the time to check and try, i can confirm that fans are in the correct direction.
I think its more an issue with the motherboard, fans speed are not increasing while cpu stress
the only way to fix this is to set fan speed to 100% in bios.
if the cpu fan are not above 80% i can cleary cook a steak on heatsink, but the issue with this is the noise is there a way to replace the heatsink fan?
By the way ive already done a bios reset/update.

Do you know if this ram is compatible with motherboard?
Would like to take single 32GB to upgrade it to 2x32GB in future.

Excellent, you are using a quality thermal paste. The 'Pea' method is fine, my personal preference is spreading out the thermal paste.
And yes, the Crucial RAM is compatible with your HP ProDesk 400 G4, as long as you realize that the 3200 MHz will throttle down to 2400 MHz for 7th gen processors (such as the i7-7700) and to 2133 MHz for 6th gen processors (such as the i7-6700).
