You raised an excellent question. I upgraded the heatsink on my HP ProDesk 600 G3 MT (very similar to your HP ProDesk 400 G4 MT) with the same 810281-001 heatsink, and it fitted without having to make any modifications to the drives bay/bracket:

I've ordered the heatsink will update when i get it.

 

By any chance you know a software to check speed fan that is working?

ive tried hwmonitor and speedfan they are not detected, mobo is not compatible with that?

The PWM 4-pin CPU cooling fan is powered/speed controlled through its dedicated 4-pin power socket:

The CPU determines the fan speed based on its temperature.  In other words, it is not something to worry about as long as you notice that the fan speed ramps up when the CPU gets hotter.

 

And yes, I haven't (yet) found a fan-speed control/detection program for a legacy HP desktop either.

Hello,
I just received the heatsink but it look its a counterfeit, can you confirm that?

 

Mine look smaller compared to photo and have a weird china mark logo on top.

You should be fine.  All of these computer components are made in the PRC anyway.  The fact that this heatsink has pre-applied thermal grease, suggests that this item is either new or at the very least "refurbished" and good to go.

Ok you know a good fan replacement for the back of the case?

cause the default one is very loud when i set fan speed at 100%.

The HP part number for a replacement system/back panel cooling fan for your Prodesk 400 G4 Micro Tower is: 780335-001 "Foxconn model PVA092G12H 12V, 0.40A, 4-pin PWM high-volume fan, 92mm x 92mm x 25mm":

You'll have to determine how/where to order this part in Belgium.  An original Foxconn cooling fan may be a bit pricey in the EU, unless you order it via AliExpress.  Btw, any 4-pin "9225" (92mm x 92mm x 25mm) cooling fan will be fine, you'll have to do some searching online.  If you find something that you believe will work, provide the link and I'll take a look at it.

Just installed the 810281-001 heatsink, temp is the same as older heatsink

hitting 85° after 5 mins of occt stress test.

 

but this time the heatsink get very hot, its looks like takes heat but doesn't extract it,

cause of slow cpu fan speed.

 

CPU: I7 7700
