My computer (Windows 11) continues to try to download "Hewlett-Packard USB 2/10/17 12:00:00 AM 44.1.2402.1741 but shows "install error 0x80070103." I am unable to find instructions that will block this download or correct the error. Any input is appreciated.

Thank you for the discussion link. I have followed the directions multiple times but have the same problem. Please note that I am using Windows 11 on my computer, and I do not know if it makes a difference, but I thought I would share.

The utility also works on W11.
If you are getting the message that Windows update needs attention, keep clicking on the retry option or whatever it is saying.
If the utility found the USB update that won't install, and you checked the box to hide the update, and the tool reported the problem was 'Fixed,' eventually the stuck update will go away.
