Ok so after 5 hours I have no idea on what to do for this.
I have installed the driver that was on the computer
I can tell something is happening because windows is constantly making the device connected and disconnected sound.
I have tried, a keyboard a mouse an rgb mouse pad a laptop fan, all of which work in the other usb port.
I have a hp victus 15-fb0xxx
The failure id is 0PMATS-B96C09-MFPX1G-8D4003
Any idea on how to fix it

Sounds like a USB port hardware failure to me.
