When I turn on the Computer it says it is trying to self repair itself and the thinking icon spins without end.
I ran a Hard drive test:
Short DST check : Failed
Failure ID PK63XV-APSBT3-MFGH5G-60QN03.
Product ID 33Y42UA#ABA

Hi:
Yes, you will need to install a new hard drive and reinstall the operating system.
Below is the link to the service manual where you can find the hard drive removal and replacement procedure.
Maintenance and Service Guide (hp.com)
I'm going to recommend two options for replacing the drive.
1. You can do a direct swap of the 2.5" mechanical hard drive for a 2.5" SATA SSD, which will perform much better than the original hard drive.
2. An even better option would be to remove the failed 2.5" drive and install a M.2 NVMe SSD in the available M.2 SSD slot.
A M.2 NVMe SSD will perform even better than a SATA SSD will.
After you replace the drive, you can use the HP cloud recovery tool to reinstall Windows, the drivers and the software that originally came with your PC.
Here is an info link for how to use the utility. You will need a 32 GB USB flash drive to create the recovery media with.

Since you have to use the utility on another PC, you will need to enter your notebook's product number in the tool's search window in order to proceed to make the recovery media.

I dont need 1TB of storage on this laptop. Is it compatible and is it worth going up to the Gen 4?

Since your notebook's M 2 SSD slot is only PCIe Gen 3.0, the Gen 4 SSD will not run at its maximum advertised read/write speeds.
Normally, the fastest speed you will get from a Gen 3.0 SSD slot would be around 3,500 MBPS.
If you plan on moving the Gen 4 SSD to a newer PC in the future that has a Gen 4.0 SSD slot, then you may want to buy the 980 Pro.

I was able to download the HP windows cloud key, install the Samsung SSD980 NVMe M2. I has loaded up and seesm to be working well. The computer is still a bit slower than i thought it should be with the new SSD drive in it. Can I increase its speed with some other upgrade?

Glad the SSD installation went well.
I'm surprised the PC is not performing up to your expectations.
I looked at the parts list for the product number of your PC and there are two memory chips listed--a 4 GB chip and an 8 GB chip.
Does your notebook have 4 GB, 8 GB or 12 GB of memory installed?
Ideally, you would want to have at least 2 x 8 GB of DDR4-3200 memory installed.
