This has shown up before.
You can try another browser like Firefox.
Chime and Edge are too similar but you could try either.
IT is also possible the registry got corrupted. The first suggestion about creating a new admin account and doing the download in the new account actually gets a new registry.
If none of the suggestions work then then you may need to check for missing or corrupted system files by bringing up the admin command prompt and running sfc /scannow

Found this
try this download link as suggested
There are a number of successes as shown by below search
I have win11 and the version 9 runs ok. I do not remember where I downloaded it.
Another possibility (this is a guess) is that the cab cannot be opened because the installer was unable to delete the old items from the drive and was not smart enough to report the actual problem.
You can try the free REVO uninstaller to get rid of all remnants of the old app using its "advanced" feature. However, if the install stills fails then you are left with no assistant

I have tried all suggestions with no luck. However I have now spoken to HP Technical Dept. and they inform that although the update appears as a downloadable on version 8, version 9 may not be suitable for all models.
It seems that their answer is if it works, use it, if not stick with what the old version which does work.
I don't find this acceptable but in the circumstances will have to live with it.
Further I was told that any further releases might not be for all models and to install on a suck it and see basis!!!!!

I fought this problem for several days on a HP Spectre 13 x360. I uninstalled HP Support Assistant and attempted to reinstall it because a new HP OEM battery was not being detected by HP Support Assistant (for battery calibration) even though it was visible by the BIOS and Windows 10. Unfortunately, the re-installation failed because it "failed to extract cab". Having tried every suggestion I could find for resolving this issue, I moved the SP138693 file to the Root of the C-Drive and ran it with Administrative rights. It then ran quickly and perfectly. Support Assistant reinstalled as Version: 9.14.42.0 and updated to Version 9.15.66.0, which was the version prior to the re-install.
