I have an old Hewlett-Packard HPE-410f desktop.
My USB ports not working. Are they part of the mother board or are they replaceable? HDMI works.

All of the USB port support is part of the motherboard and not replaceable. According to the spec page there are four USB ports on the back panel and one on the front. If all of them are non-working, then most likely the next best thing is to try an add-on USB PCI-e card.
