What is the best GPU to upgrade my PC It has a GeForce GTX1660ti in it now.  Physical size is a problem I am having as the current GPU i s only 7" long.

The most powerful mini-graphics card I could locate would be the Zotac GeForce GTX 1080 Ti mini 11GB, which blows the GeForce GTX1660 Ti 6GB out of the water.

You have to check if the dimension of said mini card would fit in your case:  8.31in x 4.92in x 1.61in (211mm x 125mm x 41mm). Also, the minimum power requirement this graphics card needs is 600 watt, see:  http://hkftp.zotac.com/External/VGA/GTX10series/GTX1080Ti/ZT-P10810G-10P/Brochure/ZT-P10810G-10P_Bro....  As a matter of fact, a higher wattage power supply would be needed with any GPU upgrades for your PC.
