I would like to upgrade the RAM on my machine from the current 12GB to 16GB or 32BG...so here's my questions;
1. Will going from 12GB to 16GB (cost effective) make a noticeable difference in the overall "snappiness" of the machine or would going to 32BG make a huge difference (Pricey, 2x+ the cost of 16GB)?
2. What brand of RAM would you suggest?
This PC is heavily used for MS Office Suite and Internet...no gaming.

Personally, I don't believe that you would see much system performance boost from 12 GB to 16 GB. The only difference would be if you installed a matching pair of modules because the motherboard has Dual channel memory architecture. This alone will boost performance somewhat. However, the 32 GB should make a considerable difference. Here is the memory that is recommended by Crucial Memory. Crucial Memory is the retail division of Micron Corporation; one of three major memory manufacturers.

@flybizz specify the problems encountered ..
Check how full the ram is, but it may not be the only flaw here
according to @old_geekster could give you other advice (like for example a ssd, if you don't have one )
