1) What size and kind of graphic card fit in a HP ENVY TE01-1254 that's rated 400W?
2) Also, could you please provided a link to buy a 400w L69242-800 power supply?

There's a 500 watt power supply available for your PC. HP p/n: L05757-800.
HP doesn't have one in stock. Ebay doesn't either. Unless you live in Germany, Great Britain or Italy. Perchance your local computer store does. Don't hold your breath, though. These units tend to be expensive if you can find one.
A decent GPU. Given your 400 watt PSU restraint and your usage, I would recommend the -low power- MSI GTX 1650 4GB: Amazon.com: MSI NVIDIA GeForce GTX 1650 4GT LP 4GB GDDR5 HDMI/DL-DVI-D PCI-Express Video Card : Elec.... Not terrible cheap ($375), but inflated GPU pricing is here to stay for the foreseeable future, I'm afraid.

@ChilWil -- what is your budget for purchasing a "high-end" graphics adapter card? $200? $500? $1000?
There is a lot of choice available to you, depending on how you expect to use your computer (graphics design? animation? online gaming?).
Note that many "high-end" graphic adapter cards state that they need "500 Watts or more". So, buying a "400" might be the wrong purchase.
Support your local "owner/operator" computer store, and purchase a power-supply from that store, instead of from Amazon or BestBuy.

@itsmyname thoughtfully suggested a local computer store, which I would in principle agree with (aka "buy local" -plow your money in your neighborhood), that is, if your average local computer store actually has an L69242-800 reposing on a dusty shelf. At least in my admittedly anecdotal experience, they usually don't.
Anyway, it so happens that HP has these 400 watt PSUs in stock. Yes: HP! -Based on what I see what these units are priced for online, if they are available at all, $127 isn't too excessively priced either.
Just a suggestion.

(I totally agree on shopping at local businesses.)
-So the only PSU I could use in my “HP ENVY TE01-1254” is the “400W L69242-800” power supply?
-Is there a 500W PSU that’s compatible with my PC? I can’t fine one.
-The only GPU I could use, needs to be at 400 max? That means it will NOT be a High-End card…right?
What GPU would you recommend that’s 400 max, with a $300 budget, that do photo and picture editing…and some light gaming.
(I usefully game on my XBOX or PlayStation…but it would be nice to game on my PC some a little.)

This card has one HDMI and one DisplayPort. This is also a so-called low power efficiency card, meaning that it is powered only by the PCIe X16 slot. Thus, no additional power supply connection needed. Less wires, less clutter. Just drop it in and secure it down for a simple and clean install.
