Could I upgrade my current GPU to a 4070? Would the power supply in it be enough or what should it be? I can't really use PCPartPicker because some of the parts like the motherboard are not an option...

According to HP PartSurfer's OMEN by HP 45L Gaming Desktop PC GT22-0000i information, your desktop is fitted with an 800-watt power supply with p/n: M83827-001 "POWER SUPPLY UNIT 800W ATX Gold" -please verify.

 

Since an RTX 4070 has a nominal 200-watt TDP, any decent 600+ watt power supply would be able to power this card, so if you got an 800-watt PSU you should be just A-OK.
