I am not that technical that I think I should try to screw with the CMOS. But I am thinking that since the slots are different colors, 1 & 3 are black/brown and 2 & 4 are white, that the white cant handle the 1600mghz?

Nope.
Your PC should take 4 x 8 GB of memory.
If swapping out the memory worked, and you now know that all 4 sticks of the 8 GB memory are good, if you don't want to reset the CMOS (which is really no big deal), you may want to update the BIOS.
I am running BIOS v.2.28 on both of my PC's.
What BIOS version is yours running?
If it is a very early release, there might be a small chance that is the issue.
It is pretty easy to update the BIOS.
I will give you the steps to do that if you want.

I can't remember what my PC's BIOS version was at when I installed the memory.
It was an older version than what I have now...might have been 2.15 or maybe a bit newer.
I will bring you to V2.28 like I have, since I know it works, and 32 GB of memory works on this BIOS version.
What you will need...
One USB flash drive.
Format it with the FAT32 file system.
I have zipped up and attached below, the v2.28 BIOS update files.
Download and unzip the file to its folder.
Copy all of the files inside the folder to your USB flash drive. Just the files, not the folder.
Restart the PC, and tap the ESC key to get the menu of options.
Select the F10 system setup option.
Select the File tab>Flash System ROM command.
Select the USB flash drive.
The PC should now 'see' the BIOS update files on the flash drive.
Follow the onscreen instructions to update the BIOS.
