Want to purchase new processor for my HP ENVY Desktop - 750-170se CTO with has a HP 2B4B motherboard. Via AI search, the following processors are compatible but they dont show up in the supported CPUs list from Microsoft.
Intel Core i7-4790 (Haswell) 3.6 GHz Quad Core
Intel Core i7-4790S (Haswell) 3.2 GHz Quad Core
Intel Core i7-4790T (Haswell) 2.7 GHz Quad Core
What is a high-end intel series processor that will work with this motherboard that will allow me to upgrade to Windows 11?

Your PC's motherboard will not support any Intel 8th generation core processor which are the oldest processors Microsoft supported for W11.
If you are interested in installing W11 on your PC as is, you can read this discussion for how I upgraded several HP and Dell notebook and desktop PC's that did not meet the W11 hardware requirements to W11 22H2/22H3
You have to use the version of the Rufus utility that I zipped up and attached in the discussion (v3.18).

If the in-place upgrade fails, you should be able to clean install W11 using the bootable W11 installation flash drive you made with Rufus.

I refer to @Paul_Tikkanen's steps to upgrade to W11. You can do this regardless of whether your processor is "officially W11 supported" or not.
Your HP ENVY Desktop - 750-170se CTO (N3G97AV), as fitted with a Pegatron HP Thimphu motherboard (SSID: 2B4B), has the Intel Z170 chipset, which according to this link, is compatible with 6th and 7th gen Intel processors, though HP has limited compatibility to 6th gen processors only. To answer your question: the best compatible processor would be the i7-6700K, as suggested by HP System 750-170se Users: https://www.userbenchmark.com/System/HP-750-170se/20442.
Your motherboard is not compatible with 4th gen Intel processors.
