What determines the Bus Clock speed on an HP Desktop / Tower?

Elite 8300 CMT
Microsoft Windows 8.1 (64-bit)

I used Belarc to learn more about my PC.

I will attach a Snip of what I found.

What surprised me was the speed of the Bus Clock, 100 megahertz.

For some reason, I thought it would be much higher, perhaps in the low 1000's.

Mine is the same,

You have to use CPU multiplier to get real speed. Please read more

 

       https://en.wikipedia.org/wiki/CPU_multiplier

 

For example, CPU of my machine is from 19 to 40 therefore its clock speed  from 1.8GHz to 4.0GHz
