As I remarked in this post last month, your HP 82B4 motherboard -as fitted in an HP ProDesk 600 G3 SFF, has a stock 180-watt power supply. This limits your graphics cards options quite a bit. With a 180-watt power supply, you are limited to power 35-watt TDP graphics cards such as a GT 1030. And on a good day, a 45-watt TDP graphics card such as a Quadro K620 will also work. All cards need a low-profile bracket, btw.
Unfortunately, there are no HP-proprietary power supply upgrades available for your desktop.
The max CPU that is compatible with your desktop is the i7-7700K.
