An RTX 4060 has a mere 115-watt TDP and requires just one 8-pin PCIe power cable*.  Again, a high-quality HP 400-watt power supply can easily power this graphics card. The specs have to account for people using crappy/subpar power supplies, hence the 450- or 550-watt references.

 

Other sources even claim that just a 300-watt power supply would be sufficient to power an RTX 4060 (see: NVIDIA GeForce RTX 4060 Specs | TechPowerUp GPU Database), but that would be pushing it in my opinion.

 

And no, I would not recommend a one-fan graphics card.

 

* This is how this works: a PCIe x16 graphics slot can provide up to 75 watt.  An 8-pin PCIe power cable can provide up to 150 watts, but since the 4060's TDP is rated at 115 watt, the 8-pin power cable is exceedingly unlikely to pull more than 50~60 watt max. Meaning, in my opinion this card could have been fitted with a 6-pin PCIe power slot which would have provided up to 75 watt, sufficient what this card would draw.

 

I would go with my previous recommendation, it is a smaller card, and has plenty of cooling.

Well, Non-Sequitur, I'm not only sold on your suggestion, but through our lengthy conversations, I have also learned a lot...many, many, thanks. I will be holding off for a while as prices seem to be dropping. However, if by BF, if the Gigabyte Ge Force RTX 4060 OC Low Profile 8G still costs $324, I'll get it anyway and consider it as a good investment.
