The drivers for that unit are here: http://support.gateway.com/us/en/product/default.aspx?partNumber=1014859R
Look for the driver under "TV Tuner" There are two listed, try both or either. They are for Vista but usually they will work for Windows 7 also.
I'm not an HP employee.

Hi cybermrc. Did you manage to install the drivers? Does the TV tuner work, but the FM tuner fail? What computer did this tuner come with?
On a hunch this post references a Microsoft's FixIt which worked for him (probably a different issue?)

Yes, the drivers are installed correctly (the tuner card is an HP PN: 5189-1098).
The device shows up in Device Manager as a ViXS PureTV-U 48B0 (NTSC/ATSC Combo) as well, but the FM tuner function in Windows Media Center does not work (says no FM tuner card is installed).
Also, if you re-read the post you submitted, FixIt did NOT fix his problem.

Hi cybermrc. Did this tuner come with an HP computer? If so what model?
How to find your computer model:

Re. FixIt Post: It seemed to to me that he may have run it incorrectly, based on his last post, perhaps I read it wrong.
Can you verify that you have done this (its Win Vista, so let me know if Win 7 doesn't have these options)
Here under “Why can't I find the option to play FM radio?” it shows how to set it up:
