Your OMEN by HP 25L GT15-0324 Gaming Desktop PC (575M3AA) as fitted with the HanaL motherboard (SSID: 89EB) is not compatible with either the 5700X3D or 5800X3D.
According to HP, these are the processors your PC is compatible with:
But wait!
HP 'forgot' to mention these two 105-watt TDP processors which are also compatible with your rig:
1.) Ryzen 9 5900X (3.70 GHz up to 4.80 GHz, 12-Cores, 24-Threads, 105-watt TDP)
2.) Ryzen 7 5800X (3.80 GHz up to 4.70 GHz, 8-Cores, 16-Threads, 105-watt TDP)

Welcome to the HP Forum.
Your PC's specs are Here. Sorry to tell you CPU upgrade options for your PC are probably limited to 65 watt TDP processors.
Your PC's MB socket is compatible and the chipset (B550) is good to go. It's a HP BIOS CPU Vcore power delivery problem.
You can successfully do: a 5600G, a 5700G, or a 5600X.
Both the 5700X3D and the 5800X3D are 105 watt TDP processors.

Only thing with the aforementioned 105-watt TDP processors, is that your stock CPU cooler (p/n: N00838-002 COOLER AIR 2 HEATPIPE, RGB, LAPRASA) is wimpy having only two (2) heat pipes...:
Even though the HanaL motherboard specs says, quote: "MotherboardD, HANAL, AM4 105W, B550, MS, WIN" (emphasis added), this 65-watt rated CPU heatsink likely won't sufficiently cool a 105-watt TDP processor.
Meaning, I would recommend upgrading your heatsink.

usually the microcode in the BIOS must be programmed to send 105 watts, if it is programmed for 65 watts even if you put a 105 watt processor will not deliver that power. It may be that HP has already programmed the 105 watts in the BIOS, but I don't know that.
There are BIOS that allow to change the TDP as MSI is doing, you can see the following link

Yes, the Ryzen 9 5900X and the Ryzen 7 5800X are fully compatible with your PC.
And I don't see any power (wattage) limitation whatsoever to these 105-watt TDP processors imposed by HP as this User benchmark running a Ryzen 7 5800X on a HanaL motherboard (SSID: 89EB) clearly shows:

I'm sorry but I don't understand, you are putting in the test another model that has another motherboard, it is not the same as the motherboard used by the user.
Can you explain a little more about how to interpret the data on the pages you post? Thnaks

Not so: the Ryzen 7 5800X (105-watt TDP) benchmark I referenced in my previous post is fitted on a HanaL motherboard (SSID: 89EB) :
And as I pointed out, the HanaL motherboard according to HP is already formatted as a 105-watt motherboard: "MotherboardD, HANAL, AM4 105W, B550, MS, WIN".
And with regard to the differences between the (basic) HanaL motherboard and the (dressed up) HanaAOC motherboard, they are basically the same motherboards except that the HanaAOC is fitted with various fancy VRMs heatsinks (a lot of manufacturers add heatsinks mostly for decoration purposes only since the motherboard itself forms the heatsink for the VRM. The top surface of the MOSFETs are insulated, so very little heat flows up -but I digress), an additional PCIe slot, and some other essentially less important bits and pieces:
