I have an HP Z1 G5 that I want to add a GPU to, but it has a 250-watt PSU and I couldn’t find any HP replacement PSU in my area. So, I’m considering using a standard ATX PSU with a 24-pin connector. Would the HP ProDesk 600 G1 adapter work with my HP Z1 G5?

That would be a great idea, but it depends, in part, how the "P2" power connector is configured, as it needs to be identical to your current P2 power connector.
According to various sources, this 650-watt power supply is supposed to be compatible with your HP Z1 Entry Tower G5, and has part number: L57253-003 / L36048-003. Its 7-pin P2 power connector and the P2 power connector on your motherboard look like this:
I can't tell from your picture if the P2 power connector is identical, or if it is a 6-pin connector. Come to think of it, most (if not all) ATX power adapters for legacy HP desktops have a 6-pin power connector. Meaning, if the ATX power adapter's P2 power connector is 6-pin, then this adapter will not work.

My friend, I can't be 100% certain, but your P2 power connector looks like a match to me for the aforementioned 650-watt power supply. The fact that the 650-watt 7-pin power supply is missing the purple wire does not matter. I encountered this a number of times, like during my HP EliteDesk 800 G5 SFF Part II upgrade project, quote: "installed the 400-watt power supply (p/n: 942332-001). My desktop powered on without any issues, even though the 400-watt PSU's "P2" 7-pin power connector's wire color coding was a little different, as it lacked the purple wire: red, white, black, green, grey, purple empty, black."
Meaning, the purple wire is redundant.
