Hello HP Community Support Team.
I have a pre-built HP Pavillion model - p7-1240 that has MSI MS-7778 (Jasmine motherboard). I want to add an AMD GPU RX6650xt to mother's PCIe gen 2.o x 16 slot. Does motherboard, Bios, and power supply(300w) support addition of a discreet graphics card? Do I need bio upgrade or larger power supply wattage?

if it is the same motherboard, you will need version 8.xx
check the manufacturer data for your graphics card
Jasmine motherboard specifications.
- Nom HP/Compaq : Jasmine
- SSID : 2AE0

Welcome to our HP User Forum!
Your HP Pavilion p7-1240 Desktop PC (H2L70AA) according to HP Pavilion p7-1240 Desktop PC Product Specifications | HP® Customer Support is fitted with an MSI Motherboard (MSI MS-7778) which was renamed by HP to the Jasmine (SSID: 2AE0) motherboard.
This motherboard is 24-pin ATX-power enabled and can be replaced with any industry standard ATX power supply. Just watch the dimensions (LxHxW) to make sure it will physically fit inside your desktop.
And as @Prométhée already mentioned, you need at least a 500-watt power supply to power an RX 6650 XT.
By the way, if you haven't already considered/done so, you can upgrade your A10-5700 processor with the more powerful A10-5800K, which you can purchase very inexpensively (starting at $20) via eBay: https://www.ebay.com/sch/i.html?_from=R40&_nkw=A10-5800K&_sacat=0&LH_BIN=1&_sop=15&LH_PrefLoc=2&rt=n....

I did not warn you, but take into account the age of your computer ( +/- 2012 )
Changing everything, several components as you are offered, is not necessarily a good thing
If you decide to replace the graphics card, plus power supply, because you have no choice, don't go too far
The graphics card can most certainly be reused in another computer, which is less obvious for the processor..
