The spec page indicated the CPU  - Intel Pentium J2900 (Bay Trail-D) Quad Core processor soldered down on the motherboard

So not possible to change the CPU.

Here is the motherboard

There is not a graphics slot per se .  Here is a much more knowledgeable expert than myself commenting on the same motherboard as yours, just in case you need a more expert opinion.
