Greetings,

Welcome to the forum.

I am not a HP employee.

It looks like your PC attempted to install a Windows 10 update (possibly to Windows 10 1903) and is now trapped in a previous OS version restoration loop. I would only connect a keyboard and mouse at this point.

Not a good situation.

You could try a Repair using Windows 10 (W10) installation media.

You may have to reinstall W10 clean if a repair does not work. This will result in data loss if you don't have offline data backups. You could also try a Reset installation (versus a clean install) and select: keep personal files.

You can create W10 installation media at this (Link). Boot to this media. Try repair options.

This (Link) provides details on using Repair options.

Try: Startup Repair, Uninstall Updates, and System Restore options located in Advanced Options before you do a clean installation or a Reset.

Regards
