Should i be able to hear the cooling fan?  Not silent but t low hum

Make sure you clean the fans/heatsink (with compressed air in a can for example). If they are plugged up with dust the computer will run the fans at higher speeds to try and keep the system cooler so you'll hear them more.

Yes, the fan sound will be heard when the fan is running and it is normal.

Other computer whirring noises are likely to be caused by components such as your hard drive, especially if your drive has failed.
