I installed the second memory bar, the same as the first one, but the memory does not work in dual channel mode. Bios and Windows define all memory. What could be the problem? where to look?

Well since you didn't post slot 1 and slot 2, with the info supplied

 Size 16384 MBytes

 Total Physical 15 ГБ

Available Physical 9.38 GB

 

I dont see a problem. 

You have 16 in total, maybe 1 is for video like mine,  and 15 remaining.

Used 5. 6 and 9.4 remain.

Both slots are busy, so the memory should work in dual channel mode but in fact it works in single channel mode.
