In my hpz420 I have a intel xeon e5-1650 v2 3.5ghz and 32GB of ddr3 ECC memory. I am wondering if I can upgrade to a intel xeon e5-2697 v2 and 64GB ddr3L ECC memory would this work? also would I need the liquid cooler for this processor? I also have the 600watt psu.

Welcome to our HP Community forum!
Yes, your HP Z420 workstation is compatible with 8x8GB of DDR3 PC3-12800, 1600 MHz, Non-ECC, UDIMM, 240-pin RAM sticks:
And yes, a Xeon E5-2697 v2 (2.70 GHz up to 3.50 GHz, 12-Cores, 24-Threads, 130-watt TDP) is compatible with your PC.
Other compatible processors to consider:
Xeon E5-2667 v2 (3.30 GHz up to 4.00 GHz, 8-Cores, 16-Threads, 130-watt TDP)
Xeon E5-2690 v2 (3.00 GHz up to 3.60 GHz, 10-Cores, 20-Threads, 130-watt TDP)

Yes, I would recommend upgrading your CPU Cooler assembly when installing a 130-watt TDP processor.
You have a couple of options.
There is a specific liquid cooler compatible with your HP Z420 Workstation with p/n: 647289-001 / 647289-002 / 647289-003:
You can purchase one of these liquid coolers online, such as via this trusted eBay Seller for under $39: HP Z420 Liquid Cooled Fan and Heatsink Assembly 647289-001 647289-002 647289-003 | eBay.
Your second CPU cooler upgrade option is very well discussed in this HP Community thread: Z420 aftermarket cooler - HP Support Community - 6851510.
