Hi
i have OMEN by HP Desktop PC - 870-291that comes with gtx 1080 and 830C motherboard
and i want to know if i can upgrade the gbu to rtx 3070 or rtx 3060ti

According to this link, an OMEN by HP Desktop PC - 870-291 (Z5M36AA) is fitted with a Thimphu-K motherboard (SSID: 2B4B) and an ATX 500-watt power supply, with p/n: 860625-801, please verify.
However, looking here, there are several somewhat identical motherboards which have been fitted in this gaming desktop, including SSID: 82F1 and 830C -yours. They all have in common the best possible processor, an i7-7700K.
An RTX 3070 requires at least a 700-watt power supply, and an RTX 3060 Ti requires at least a 600-watt power supply. That wouldn't be an issue, if your motherboard (like the aforementioned "Thimphu-K") is 24-pin ATX-power enabled, meaning, you could swap your stock 500-watt power supply with a higher wattage industry standard ATX power supply, as long as you watch its dimensions (LxWxH) for fit inside your case.
An RTX 4060 Ti (160-watt TDP) could be powered with a 500-watt power supply, btw.
