According to: HP Z2 Tower G4 Workstation Specifications | HP® Customer Support, you either have a 650-watt, 500-watt or a 250-watt power supply.
If you got the 650-watt PSU, you do not need a bigger power supply, as an RTX 2080's TDP is 215-watt, which means that a 650-watt power supply is sufficient to power this card: NVIDIA GeForce RTX 2080 Specs | TechPowerUp GPU Database.
The part number for this 650-watt PSU is: L57253-003 "SKO-PSU 650W WS19 EPA90", reference: HP PartSurfer.
This power supply is, unfortunately, pricey, such as shown here on eBay-Canada: HP L57253-003 for sale | eBay.

The challenge is that your motherboard is powered by/through a proprietary power supply and is not modeled after the ATX power supply standard. Therefore, the OEM HP 650-watt power supply is your best power supply upgrade option.

No, it does not. As I explained, your HP Z2 G4 Tower's motherboard is not 24-pin ATX power enabled.

Well, there is an alternative power supply upgrade option which I have applied with unapparelled success on most of my legacy HP desktop upgrade projects. DISCLAIMER: This will take you off the HP Reservation, it is NOT approved, endorsed or recommended by HP. Thus, proceed at your own risk and volition, and you will assume any and all personal injuries and/or property damages.
The power upgrade method uses a secondary, synced standard industry ATX power supply. You keep your original power supply where it is, and the secondary (ATX) power supply can either be parked outside your desktop, or inside your chassis -if there is enough space to fit it, like what I did with my HP Z240 Tower Workstation: Upgrading an HP Z240 Tower Workstation - Page 2 - HP Support Community - 8620343:
The point is that the secondary power supply provides power to your graphics card. That's all it is intended to do.
